Is there anything on Mars (in the air, soil, or whatever) that could be used by and for the rovers ?

Could a future Martian colony become self sufficient ? I am thinking mainly of power generation, ability to make air to breath, water , growing food, mining metals and chemicals from the surface.

If the air of Mars is cold and dry, then is there high static electricity? When Curiosity landed was there any sort of grounding device to absorb that static charge?
