Could there be non carbon based live on mars?

Will the volcanoes on Mars, like Olympus Mons, ever be able to become active again? Is there anything humans can do, since the carbon released would help replenish Mars' atmosphere.

Earth's atmosphere is warming due to the presence of excess CO2 trapping solar heat. Mars' atmosphere is mostly composed of CO2. Why is Mars so cold then?
