What is the best airfoil to use in the thin martian atmosphere and would a solar electric propeller driven propulsion system work sufficiently enough to propel such a platform?

Why dont they just make a flying rover?

How about sending dirigibles to scout Martian surface? It would provide better resolution than orbiters and better coverage than landers/rovers.
