Has NASA considered offsetting the cost of a manned mission to Mars by creating an international effort?

A lot of people, mostly scientists, have been saying that for the water on the poles there has been life on Mars. But others say there isn't. Is there enough life on Mars to support human life?

Would going to Mars be dangerous for all its sandstorms? And wouldn't be expensive, like a about $80,000,000?
